For Visual Studio

used to change the location where the .tasktopHTL file is stored that
is used by Tasktop for Visual Studio to locate the Tasktop companion
application.
- Ensure that actions are disabled until the service can be
contacted, preventing VS from hanging if the actions are initiated.
- Ensure that the Tasktop companion application does not try
contacting the network on startup for files required to load (i.e.
